What is One Nation One Subscription (ONOS)?

1. What is the One Nation One Subscription (ONOS) scheme?

  • It is national licenses system for e-journal subscriptions from 30 major publishers

  • Through this scheme 'Article Processing Charges' (APC) for publishing in selected good quality open access journals shall be provided to the journal publishers.

2. One Nation One Subscription (ONOS) scheme in detail

Nationwide access to scholarly research articles and journal publications is facilitated through a streamlined, user-friendly, and entirely digital process. 

It is part of the recent Anusandhan National Research Foundation (ANRF) Act, an initiative by Government of India.

  • The initiative will grant access to a vast repository of knowledge contained in high-quality scholarly journals.

  • Approximately 1.8 crore students, faculty members, researchers, and scientists across all disciplines will benefit.

  • The scheme extends its reach to tier-2 and tier-3 cities, ensuring equitable access to academic resources.

  • By enabling access, the initiative aims to encourage core and interdisciplinary research, promoting innovation and academic excellence nationwide.

3. What is Anusandhan National Research Foundation (ANRF) Act?

  • Under the framework of the recently enacted Anusandhan National Research Foundation (ANRF) Act, the government aims to foster a robust research ecosystem.

  • A key focus is on promoting and nurturing a research-oriented culture within tier-2 and tier-3 higher educational institutions.

4. What is the cost of One Nation One Subscription (ONOS) scheme?

  • The One Nation One Subscription initiative has been allocated a budget of approximately ₹6,000 crore.
  • The funding covers a duration of three calendar years: 2025, 2026, and 2027.

5. Who will benefit from One Nation One Subscription (ONOS) scheme?

  • 1.8 crore students, faculty, and researchers from 6,500+ government, higher education institutions and central government R&D institutions and state governments.
     
  • Personnel from Research & Development Institutions under the central government. 

6. How many international journal publishers are included in One Nation One Subscription (ONOS) scheme? 

30 major international journal publishers with 13,000 e-journals are included in this scheme. 

7. Which organization is Coordinator for One Nation One Subscription (ONOS) scheme?

All the journal articles shall be available through the coordinator of the scheme, Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission (UGC).

9. What was previous system?

Previously journal articles were accesses by individual institutions through individual subscriptions. 

10. Advantage of new  One Nation One Subscription (ONOS) scheme over old system

  • In old system, huge expenditure for subscriptions (Rs. 1,500 Cr in 2017-18) but access is still restricted (~2,360 institutions)

  • ONOS is a centralized system, so a centralized negotiation with publishers results better pricing.

  • No repeat subscription to be paid by any individual institute

  • Institutes with less funding for funding for subscription can extent the faculty to its researchers/ faculty members. 

  • Exorbitant APCs in old system.

11. Timeline

  • The One Nation One Subscription (ONOS) initiative will commence operations on 1st January 2025.
  • Phase I of ONOS has been approved to cover the calendar years 2025, 2026, and 2027.
